You're lowering the resolution but not the amount of pixels, this will most likely result in blurry and overall crappy image. It doesn't have to do with the panel's size, but rather with its pixel count. Now, using a lower resolution than a monitors/tvs native resolution usually means horrible image. Downscaling is pretty much equivalent to SSAA, resulting in higher detail and sharpness, whereas upscaling can be hit and miss, depending on what's doing the work. You can easily read about the processes behind these on the web. On the other hand, when you downscale, your pc is rendering something in, say, 1440p and outputting it to 1080p. If this process didn't happen, you would see the movie playing in 1/4th of the TV's surface. When I play a 1080p movie on a 4k TV, the 1080p video stream is being upscaled by the TV to 4k, which is the output res of the panel. Scaling the resolution means you take a given resolution and you make it work on a higher or lower resolution output than the resolution you're rendering on.
